I spoke with my friend about it before (she's a vet). She said it usually happens in small dogs and has to do with their knee joint. I can't remember what she said exactly but it's something like the place where the kneecap is is too shallow. She also said it's not normally uncomfortable.

You're probably talking about luxating patella, which is when the knee cap doesn't stay in place. In severe cases, it can lead to arthritis. My Bella had surgery to repair hers, but hers was severe--she kept her leg off the ground most of the time.
