It's what their lines produce. That's why most serious breeders study the lines behind the dogs they're interested in before purchasing.

My youngest male's mother is 8/9 lbs. Weight wise she's big but with the right male she consistently produces 4-6 lb pups. So don't just look at the dog that you're interested in, look at all the lines behind that particular pup.

My oldest stopped growing length/height wise at about 7 months, he still filled out a bit weight wise until a little over a year.I
