I think that is the problem alright, she's just too little to hold it that long. My sister's Shiba Inu can hold it no problem and we used to have terriers when I was growing up and, again, they were fine. But they were all bigger than Lu.
All in all she has no issues with letting us know when she wants to go out, which is great
