First I will answer your question. For females not before 18 months old and or after their second heat which ever is the later timeframe.
For males I would not breed my Yorkie until he as well as the female have gone through all the health checks that *I deem necessary* and that is after 2yrs old - as hips elbows knees can not be certified until then.
And what I deem necessary is way beyond what the National Club YTCA asks for to obtain a CHIC number.
I will assume you thought you were asking any innocent question - a question of established fact. But there are a whole lot of passionate Yorkie lovers on this board - that take and know how serious breeding is - and many of our members watch their dogs suffer from poor breeding practices - it is heart wrenching to say the least.
So now you have your answer - and I will state firmly NO DOG should be Bred at ONE YEAR OLD! They are still BABIES or at the very least teenagers.
