Default Small ball for swim training?

So my Yorkies have recently discovered swimming -- there's a dog pool business in town. Jillie took to it right away and is already a great little swimmer, but Eddie is more hesitant. He needs some more motivation.

The problem is, he doesn't like most rubber toys. He LOVES plush toys, but they get waterlogged. He can pick up the tiniest tennis balls outdoors, but he's a little hesitant picking them up out of the water.

And he's real picky about his toys. He'll chase either a ball or a plush toy, but not much else. Not interested in ropes or those plastic fabric type of kong toys. And while Jillie loves chasing a frisbee, he's not interested.

So my question: Has anyone run into a similar problem getting something small enough for their Yorkie to chase? Bonus points for pictures!
