I wholeheartedly agree with Matese. I have 2 pups younger than yours and they are crated when they can't be supervised. I brought my female home first; she had a 2 month head start on my youngest male.

Separate crates while inside for the first month, when they were taken outside my female was able to roam while my male was given an outside exercise pen to relieve himself. I tried to let them out together to urinate/poop all they wanted to do was play and when I brought them inside they peed on my floors after being out for an hour. After two months they still have a few accidents but they know within the 30 mins they're outside they need to handle their business.

I also schedule feed which has helped me with predicting when they'll need to go outside. My oldest male marked my couch once and I made such a fuss he never did it again, he marks outside only now.

An exercise pen outside may help since he's causing damage to your garden. Chews toys should always be available. Your pup will only do what you allow him to.
