There are many Yorkies in this forum who require manual expression of their glands. I don't know if a diet change would help in all cases. Might cause other problems since finding the right diet for each dog can be tricky.
Regarding the bumps on his chin, I would inspect them closely and make sure they are not ticks, some of which are very tiny. Although ticks are usually itchy and annoying to the dog.
