Cry I have 2 9month yorkies, 1 trained other isn't

Hi, we purchased 2 miniature Yorkshire for both my daughters at christmas. One was the runt of the little being much smaller than the rest of the litter. We have had no problems with the smallest at all. Training good, little chewing nothing a chew stick hasn't solved but the other is a total nightmare. My partner wants to get rid of him. He is chewing everything in the house, if he manages to sneak upstairs he cocks his leg on the end of my bed whilst I am there, and I keep finding dried wee stains here and there in our home. He is digging holes all over our garden which we have spent so much time and effort in. We leave the door open so they can go out whenever they wish. He is very domineering of the little one which is also upsetting because I feel we aren't getting the best out of the smallest as he is cowering constantly as the largest pounds over him constantly over minding him. It would break my daughters heart of we were to get rid if him but I have dedicated a lot of time in him and his behaviour and it doesn't seem to be sinking in what he is doing is wrong. We are also very houseproud and it is heartbreaking for us to see this being destroyed by a dog. Any advice here would be helpful. Thanks for your time in reading my post.
