Your concern should be for your dog, do what is best for your dog. There are many ignorant dog owners that are not aware of neutering a male for health reasons. I have known many a male dog owner that didn't want to take the dogs "manhood" away from the dog, or didn't have the funds for it, many more reasons why they didn't want to neuter their dogs. Me, I am concerned for my dog. I always had females, my first 2 were not spayed and I paid dearly for that mistake. Paid by them getting Pyometra and died, my next two were spayed. My vet spayed my girls BEFORE their first heat (first season) which was appox. 5 months old. I would NEVER trust leaving an intact female with ANYONE if she was close to coming into season, but that is me. Do not upset yourself with the question of why male dogs are not neutered, take care of your girl and feel safe. Spaying if not breeding is done for heath issues.
