It makes me wonder if he truly is even 10 weeks old yet. An ethical breeder wouldn't refer to him as a "Teacup" because there is no such thing- a Yorkie is a Yorkie no matter the size. Also, being as tiny as he is he should never have left his Mama yet. I'm very worried for you and your pup. Please keep in contact with the vet, and if he isn't providing much help you should find one that specializes in small breed dogs (you should probably do that anyway.) Is your pup always lethargic? Does he ever have times of play and energy? If not, there is definitely something wrong. I wish you the best outcome, prayers for the baby!
