When you are holding him can you kind of wrap a t-shirt or little blanket around his little body to keep his front paws confined and away from his face? It sounds kind of mean but I have had to do that to put in eye drops or ear drops.
Yesterday I suggested you ask your vet about using Refresh tears but I think that is just a lubricating drop, and not saline. I think saline is the contact solution like you said. I would check with the vet to be sure before putting anything in his little eyes.
Maybe a different type of cone collar would work better? I wish you luck, I know this is so hard for you and baby Danny.
