Yes it's normal. How old is she? When they are that young they cannot hold it and do not know when they need to go. It will start to get better, just praise praise praise when she goes outside. She will learn that is where she is supposed to go and will start to go there when she can hold it. Don't limit, but control water intake (Loki used to drink the entire bowl, no matter how much was in it, then he had to pee every 5 mins) and don't give her run of the house. Take her out every 10 minutes if that's what it takes, that's what we did. (Yes it sucks, but it's only temporary.) Soon it was every 30 mins, and we still take Loki out about once every hour or two, but he lets us know when he needs to go.
