I'm happy to hear that Lacey is doing so well! The fear of strangers might be a fear of losing her new home and family. We brought Teddy home from his breeder when he was 8 months old. He was very well-trained and adjusted, but soon developed what I believe was a fear of being taken away from his new home. People would run up to him, often exclaiming with excitement, and try to pick him up.

Keep taking her out to meet people, or at least be around other people. Maybe try to direct people to let Lacey sniff their hands first, meet them on her own terms. Praise and reward her for positive behavior.

To be honest, it took a fairly long time for Teddy to be convinced that he was with us permanently. The more I took him out, the more he was reassured that he was always coming home with us.
