Until you can get her into the vet for spaying always assume that she is in heat - and crate and rotate or a playpen or something like that. Never ever leave the two dogs alone when un attended.. Also assume the previous owner does not know what a heat looks like - get her into the vet ASAP to verify heat status.
Exercise separately
Many folks here do not have any issues with spaying tiny dogs - make sure your vet is up on the most recent anaesthesia protocols etc.
