My Dinkey has the same problem............Cotton hair! UGH! BUT, it is looking better than it did. I have been bathing him with oatmeal aloe shampoo and oatmeal aloe leave in conditioner both by Davis. I order it online. I bathe him every two weeks and try to brush him every day. I did get some Grizzly salmon oil to put on his food and we shall see how that works. I know for sure that the shampoo and conditioner are making his coat look tons better. His coat even has a little shine to it now.....ya-hoooooo. Good Luck to us all that have babies with cotton coats.
