Hefner came to me neutered because the breeder did not want to take the chance that her bloodline would be stolen or whatever! I paid a lot for him because he was a good quality dog and he was small. I didn't care that he was neutered. In fact, I was glad that I didn't have to deal with that!
Chai was also expensive and she cannot be bred or shown because she is an unusual color and she is too small. It depends on what you want whether you feel you got a good bargain or not. I know that it costs a lot more to raise a tiny puppy than a normal size one, I know the toll the litters take on the mom and the long hours the breeders work with the litters after the whelping as well as the vet expenses and all. I also know that the amount you pay "up front" for the purchase of the puppy will always pale in compariaion to the costs of raising it with the vet bills, supplies, food, toys, grooming so I was willing to pay top dollar to get the best out there that fit the description of what I was looking for. I believe in the addage, "you get what you pay for".
In your case, if the puppy has health issues, since you took him to the vet right away I am sure the breeder will pay the vet bills if it is something that can be fixed or will replace the puppy if you prefer that. He sounds like a great little guy and I wouldn't be very concerned about the testicle, but the heart condition may need a for sure diagnosis before you decide what's best for your family.
