I think this kind of thing can happen w/ almost any type of breed, I don't think yorkies are an exclusion to this or anything.
Have you tried using a Bark Genie for correction? It may help.
Also when breaking up fights...you want to either pull one dog away by the back legs, or, push a pillow or other object btwn them.
Could also try a can of pennies or nails - shake the can to really startle them out of their behavior.
