I've seen this happen before. We used to go to this restaurant all the time in Belmont Shore which is a cute dog friendly neighborhood of Long Beach. (This is the same place that Lily my former foster ran out of the car and almost got hit and several residents helped us chase her down to get her back.) We were eating outside and a lady tied her tiny yorkie to a table and went inside. I was shocked so I went and stood by the pup with Uni and spent some time with him while the lady was inside. Although, in her defense, it was a tiny restaurant/fish market and the inside was only a few hundred square feet so she was like less than 6 feet away, but still.

I've seen large dogs tied to posts before. I wouldn't approach a large dog for fear of getting bit so I would think most people would either or try to steal a large dog.
