^^ This why my dad rides along with us everywhere. That way there is always at least one person with the dogs at all times. I won't even leave the dogs in the car while I run in to our P.O. Box, even though there is a wall of glass that gives me a clear view of them.
I can't believe that the couple went into the store together and one of them didn't stay with the dog. I wouldn't leave any dog of any size tied up alone outside a store. In addition to dognapping -- people could feed the dog dangerous things, or someone could get hurt -- dogs or humans.
