Are you sure you had it on correctly? Bc this kind of harness can't be pulled on, or it automatically just turns them around the other way. If he's still pulling, then it probably is on wrong.

You could try a gentle leader, those work, but most dogs don't like them.

You could also buy a bark genie and use it as correction while walking. It does not hurt the dog at all, it's just irritating to them...like fingernails on chalkboard. A friend of mine used in on her 2 for a walk and they started behaving immediately!
