Default 4 year old - Barking and Biting issues.

I have a 4 year old yorkie. He has had issues with barking all his life. He also has bit a couple people when he was in stressful situations (some one reached out to pet him in a crowded street fair and he bit their finger. also couple times he's snipped at joggers/bikers...because the noise and quick pace gets him hyper)

I took him to a couple puppy training classes when he was under a year old, and we had to be separated from the rest of the group. The trainer, who own's several small breed dogs, claimed that he's a bad case. We tried rewarding for quiet, but he would just get to barky/hyper around the other dogs.

I've tried rewarding him for being quiet. I socialized him when younger. I give him treats on walks when he does not bark.... but all this has only helped to a certain extent. He still wants to bark and dominate everyone. He's especially bad around large men, small children/babies, and large dogs. He gets so riled up around dogs that it looks like he's having a hyper-active panic attack

At small dog parks he can do pretty good if there's just a couple small dogs. He will just play with them. But if a large dog comes in or is close he will just bark non stop. To the point that it annoys everyone around and the other dog owners will take their dogs away from us.

Any recommendations for a barker/ snipper. He usually won't bite unless really provoked or if he is surprised.
