I really feel it is dependent of the yorkie's personality. I've fostered many yorkies and some are just natural whiners and some just tough it out. My two now, Uni whines a lot (to daddy, not me) and Toto doesn't whine to anyone. Toto is a ball fiend, so if he wants someone to throw the ball, he will do a little huff, but if you ignore him, he will eventually just go to his bed. Now if Uni wants something (usually food) she will whine, huff, scoff, snork, any noise every few minutes to remind you she is still there. If it's not meal time, I ignore her. Though her daddy will give her snacks all the time. They are trying to train US! LOL
I think if you give in they will try for more next time. Give and inch and they take a mile.
