Do they look a bit like miniature chickenpox that then crust over? Our yorkie/maltese cross gets these bumps on her head and face every spring, and the vet has told us that they are an allergic reaction, more likely to grass or pollen, possibly mold once the snow has melted and exposed the fall leaves. The first time I saw them I thought it was some kind of insect bite or fungal infection, but all the scrapings the vet did were negative. They don't seem food related since she only gets them in the spring and early summer. They itch a lot because she is always rubbing her face to get relief, which only inflames them more. We usually treat them with a topical prescription cream and also benedryl, but I didn't have to use it this year and can't remember the name of the cream. Good luck, hopefully your vet can figure it out!
