I used this calculator and entered in 9lb dog and 1/4oz of cocoa powder, it said the risk is moderate-severe and to go to the ER vet even if the dog isn't showing symptoms.

Good luck, if you don't go at least have someone watch him through the night and have the ER vet info ready.
