I would say probably. I have 2 16 week old puppies and from the time I got them at 10 weeks the girl puppy has very long legs and she is going to be tall. She is taller than my 7 lb (9 year old) Yorkie. The boy puppy I would say has average legs and he is still shorter than my older Yorkie. The difference in the 2 puppies is very noticeable (they are litter mates).

I would say the puppy will stay fairly short. How much does it weigh at this age? My puppies were at the 5 lb mark at 14 weeks, but they are going to be big puppies and probably weigh 8-9 lbs as adults.

Of course you just never know for sure what a puppy will do because sometimes they just keep growing and growing.
