You have to make the reward of not barking greater than the reward to bark i.e. give treat when he is QUIET on command. If that doesn't work, you will have to stand in front of him with eye contact and assertively say QUIET so that he knows that you are not asking him nicely or that it is an option. I had to work with my dog for a few months with things like this and, although not perfect, he's a million times better after practice and consistency!
