Arm pits, inner thighs, underbelly are considered high rubbing areas & should be shaved or closely cut w/blunt nosed scissors. It's considered 'sanitary trims' in the grooming world.
Those areas are very sensitive for them, so it's best to keep those fine hairs trimmed than working the tangle out. If it's a puppy, you especially do not want to associate grooming time as ouch time, so it's best to cut them off.
Mimi is more comfy if I have her on her back, on my lap. I trim the fine hairs w/blunt tipped scissors.
