I only had to show proof of rabies at my petsmart for them to trim Teek's nails. Once he is on file though I don't need proof until his shot runs out. Since I keep all rabies shots up to date, it is not a problem at my house.

I think I paid $12 for his to be dremeled. I have thought about doing it myself, but I just have not tried it yet. I will trim and file their nails though. The puppies nails are like cats claws right now so I just use toe nail clippers on them, I tried the dog nail clippers, the scissor style, not the old guillotine style and it didn't work well. Toe nail clippers worked much easier as they are so small and thin yet (they are 15 weeks old). I have trimmed them 3 times since I brought them home 5 weeks ago.

I think most places charge about $10-$12 for nail clippings. If you can't do it yourself then that is the way to go in my opinion.
