I would use a detangler. I have one for Teek to help get mats out of his hair. He came to me so matted that I had to trim several large chunks of his hair off. He gets brushed nearly every day so it is so much easier. I do use the detangler if I find a spot that needs some work and it does help to ease it out. I might even try just a drop of conditioner on your finger and rub it into the mat and see if that will help you to be able to work it out and then you can rinse that off with just a touch of water.
