Tongue Dental Issues

Sargie is 8 - he has always had teeth issues and won't chew on dental treats or let me brush his teeth. I used water additives and would get toothpaste in his mouth with my finger but never to actually brush. As a result he is now a "geezer dog" - lost about six teeth in his first 8 years but on this last visit the vet had to remove 11.

He of course has his canines and several bottom teeth but as the vet put in the notes "your animal has very few teeth left". He told me to add warm water - 2 parts per part to wet food and 3 parts per part to dry. I asked, for how long? he said, "Forever". So he can't have treats then? I asked. He told me to wait two weeks for treats (which would be today).

I've found I don't need to keep watering down the wet food - I always mashed it anyway. I have been watering down the kibble, which he now likes better as he doesn't have to chew so much! The vet was afraid he would swallow chunks and then vomit, which is why I am wondering about the treats. I guess if I break them in small enough pieces it will be okay - but how small is small now???

Anyone have any ideas? I am sure many Yorkie owners have dealt with this issue or one similar!
