Is he "looking down" as if he thinks he's in trouble maybe, is that what you mean? If so, I wouldn't reinforce that bc it could confuse him since dogs won't really understand you're punishing him for something in the past. I would find ways to anchor both the pad and the bowl. He's probably bored and does it to entertain himself. Also, provide toys and safe chew toys.
