The "treat" has to be high value to your dog. Chicken, roast beef, cheese something that is special.
Have you taken a basic obedience class? Might want to onside this!
When dogs "escape" it is so thrilling for them they have a hard time focusing to come to you unless it is fairly decent strongly imbedded - why obedience classes help.
(I'm sure everyone has told you to NEVER call your dog to you and then scold them.)
