I have water available all day long up until 8pm and than it comes up to prevent potty issues in the house during the night.

Your pup should be drinking as needed, as long as he has water available and know where it is he should be fine. Pups tend to drink in the am, with meals, when overheated and after a good play. If he's eating, playing and pottying on a regular basis and as long as he isn't dehydrated he should be fine.
