You mention mutilate genitals of 12 year old girls (I think it's wrong too), but in the U.S. we mutilate the genitals of baby boys all the time (circumcision). Yes, it's mutilation and it didn't start off as a medical hygiene but more of religion. There are people who have foreskin restore surgery because they felt mutilated.
