Has she always done this or is this something new??? If it is something new I would say she needs to be checked out by the Vet as there are several medical conditions that could possibly be causing this.
If she has always done this, maybe it could be her normal behavior.
I had a Rescue we adopted that did circle all the time, but that was because she was kept in a small cage all the time and used for breeding for 8 yrs before I adopted her. It took over a year to finally stop.
