Generally pups are still with there moms until 12 weeks so maybe it's just a I'm young and this is new and scary thing. Make sure that when the collar is on your not hooking the leash to it the only thing the leash should be hooked to the harness. Could it have pinched the pup or got caught on something when she had it on? When you put it on have you tried giving her a treat and keeping her busy so she dosent have time to notice it? Sometimes with some pups it takes longer because it's new to them.
