If you are really worried about it then you may want to just make an appointment and have him checked out specifically for possible illnesses signified by heavy panting. Heavy panty is a symptom of many diseases and disorders. Its also possible hat he may have a deformity in his respiratory system in the throat or nose. Does he have any other symptoms? If not ten it might just be the way he breaths. Dogs don't have to be "hot" or over exerted to pant. All my dogs pant periodically when they are just sitting around. They occasionally hack too, probably just hair, saliva, or dust irritating their throats though. The hacking could also be an allergy
