Default Pads are deteriorating!

Our yorkster Gatsby has had a nasty issue going back to last winter. The pads on his paws are very thin and have lots of tears and cracks in them. We have tried ointments and antiseptics, but they are not effective. He hardly walks outside but even on short walks his pads cant hold up, which is very strange since we used to go on very long walks and he has never had this issue before. He never chews his pads and I don't think it has anything to do with walking on hot blacktop. I have been picking him up when we cross the street but even walking on the sidewalk and grass we have this issue. Any recommendations please? I think we need some good shoes until we address the root cause of this... But the ones Ive seen don't hold up. His pad are not dry at all due to the moisturizer we apply, but we just can figure this out...
