Many reputable breeders will breed a female over 7 pounds, that's only one part of standard, it depends on all the other qualities the dog processes and some larger dogs throw smaller dogs, so you can't just take weight only into consideration. There are so many things to take into consideration like health, structure, overall proportions, color, hair type, etc. It's wrong when the breeder is breeding purposely for dogs that are bigger than 7 pounds, or is just using a larger dog so she can get more pups.
