Shock collar? Good grief this is a young dog I think? THat would be an option of very last resort. She does not have this dog under control if she has to use that collar - and this dog should never be off leash or only under the most controlled of circumstances!
I definitely would discuss this with my neighbour in a firm but friendly way. That is if you have a good relationship together.
