IMO I would let the pack be. The dominant won't hurt the other pack members, but will establish dominance. If one isn't hurting the other then let them be. My Yorkie knows I'm his dominant, but when we go to grandmas there is a whole different pecking order, took a few visits, and a nip on the tail or two but he learned he's at the bottom of that pack chain. (4 shi zhu adults and a cat)
The non Dom will yelp if hurt, that's when I step in.
