I personally would call the vet and get him neutered as soon as you can get an appointment.
If he is not lifting his leg then getting him neutered may mean that he never starts (some still do). If he is not marking stuff then he may not start that either. The longer you wait to get him neutered the more likely he is to do both of these things.
I am getting my male puppy neutered the day he turns 6 months, he is almost 12 weeks right now, I just got him.
