I agree with taking her to the vet. We had a shih tzu (another small breed) who would constantly urinate. We were confused by how much he always had to go. He also showed symptoms of being very lethargic and later having a seizure. Constant urination was his first symptom... It turned out he had a very severe liver shunt.

So, from my experience, it's always better to check with a vet. At first our vet didn't understand fully when we were insistent on how often he was urinating and just used the "he's a puppy" excuse, but I know from my experience how helpful it would have been to know sooner.

I hope your little puppy either learns how to potty correctly or you figure out any issues she may have sooner rather than later.
