At the minimum this is a red flag. If another breeder wants to help out in placement of puppies they direct their clients to the original breeder - who then would go through the interview process etc etc.
In a dire emergency situation such as grave illness or death of the original breeder - another breeder might take over the placement of the puppies etc.
