Probably, but Depp traveled by private jet. I still think that he was trying to pull a fast one on the Australian government and didn't think he would get caught. And, someone in Australian Customs looked the other way, since the dogs had been in Australia for a while before they were discovered. At least they gave Depp a chance to take the dogs back to the US before having them put down. The only thing that bothers me about this incident is that the Australian minister told the dogs to "bugger off" back to the US. That was just plain rude. Like I said, he was grandstanding.
