I've only heard about Hawaii, too. And as for foreign countries, I would be so paranoid about Bella being taken from me that I would certainly check first. According to news reports, this kind of incident happens rarely in Australia--most people going to Australia check first. It is, after all, a very long flight and a very long way to be traveling with a dog from most parts of the world. I thought the dogs were Depp's, but I'm not 100% certain. The Australian quarantine minister did a bit of public grandstanding, but I think that was to raise awareness for foreign travelers bringing pets to Australia. He was following Australian laws...
