I'm with you. All he had to do was comply with their laws and there would be no problem. You know he has to have employees / assistants that could have seen to it that all of the requirements were met.
Of course they are not going to put his dogs to sleep because he's going to send them home.
When Richard Burton and Elizabeth Taylor were working in England, they would stay in a yacht offshore so that they could have their dogs with them. (At that time England required a six month quarantine for dogs). Couldn't Depp do the same?
