It sounds more like she's marking territory rather than having to really pee. You need to clean the areas she peed on REALLY well with product that has enzymes so she won't go back to the spot.

Try limiting her roaming space. As she gets older/better about peeing, you can gradually increase the space. It'd be a good idea to put several pads around her roaming area. And again, gradually take one away.

Being only 9 weeks, she's still a baby so be patient.
