Wow, how scary to have all these odd symptoms! So, pancreatitis was ruled out? It's fairly common in yorkies, relatively speaking.
As far as the itching etc, that's very strange. I'm not sure why the vet won't give a steroid to relieve symptoms....? I would ask about that.
