One of my babies was diagnosed with CT at age 10 y/o, I kept her calm, no excitement, she never got to the point your baby did, staggering, loosing balance. I don't think age had anything to do with her loosing balance, I think it was from overly excited, not enough oxygen getting to her lungs due to the CT. If you are concerned about brain tumor I would take her to your vet or a Neurologist You know your pup better then anyone. If in the past she got this excited but never lost balance I would deff. take her to the vet or a Neurologist . Everything is just speculation on our part. When should you be worried if it is something that serious, I say now, better to be safe then sorry. If there is a brain tumor the earlier it is discovered the better the out come. For your own peace of mind see a Neurologist ASAP for her health and your peace of mind Please.
